Or so I heard...
The questions been posed: If the ancient Romans had water in their country all that time ago, why in the year 2000 can't water be supplied to Africa...What are they doing with the money the world is sending them??

Corrupt governments use it to line their own pockets, unfortunately. Nigerian dictators have been squandering British aid money for decades, something that the current popular administration has been quick to admit. That's part of the problem with financial aid to a foreign country. The whole idea behind the current campaign is to cancel African debt and encourage fair trade practices throughout Africa so these nations can rebuild their economies themselves without relying on foreign aid or having to repay massive amounts that have been embezzled by crooked leaders.
