When Clinton did it during peace time, for exactly the same reasons being cited by this administration, it was (and still is by many Clinton haters) held up as proof that Clinton "hates" the military, many of whom have repeated ad nauseum that "Bush would never do that..." Yeah, well, never say "never," eh?
