I've heard a few times that people that have dule citizenship can own a business for up to eight years and not pay taxes. Then after that time they fly in another family member to take over and so on... I've mostly heard this in relation to a party stores and other small business. Anyone know?

I believe you're required to pay taxes to whatever country claims you as a citizen.
