and will cut the funding to poorer districts.  because when you're already at a disadvantage economically, the best thing is for the gov't to spend even less on you. bootstraps and stuff like that.

You are right. I forgot that it is ok for the rich of any age. It is just the poor who has to get us out of this recession.

The state should not be giving 'aid' to ANY school district. Schools by their nature are local and should raise their own funds.

The Vermont Supreme Court disagrees-thus you have Act 60 & Act 68 which divides funding to ALL districts in the state. Without that, you have many rural (and very poor) school districts that had trouble paying for their schools.

That is the problem in our society.  The failures of one locality continue to perpetuate because there is always somebody else's pocket to pick to prop up the failing town or school system.

In my county, the town of Aliquippa not only has the highest state subsidy in the county, it has the highest grand-total spending per student as well.  And it continues to have the worst dropout rates and worst test scores.  Decades of picking the pockets of the rest of the state have produced nothing except a string of state champ basketball and football teams.

In addition to what Car said, every state REQUIRES its communities to provide public education (20 states require teens to attend until that are 18 or graduate).  Without state aid this would be an unfunded mandate.  What act 69 and 68 in VT do is equalize funding throughout the state.  That, of course, does not guarantee equal education because there are many other factors that impact quality

It is true you can continue to "throw money" at poor school districts and continue to return with dismal outcomes.  Poverty itself is the problem.  Poverty deteriorates a community in all aspects -- cultural, familial, civic, and economic -- and grinds down social morale.  Thus, you cannot isolate school performance from the rest of the community.  Jonathan Kozal is a writer and educator I recommend on these issues.

Right, and states and localities can only do so much, but they can at least assure equity in school spending, which is a start
