No actually a lot of cali agencies will only take reports if
a) there's an injury
b) there's been damage to city, county (or in our case) university property
c) its a hit and run
d) one or more parties does not have insurance.
e) one or more parties insists on a report

if you have insurance we tell you both to call your insurance companies and have them sort it out..

if a few days later (not reported immediately) we determine if it meets the criteria listed then we tell them they should go thru insurance

in the case where it's "e" but the party demands a report. We explain to them that its impossible for us to determine blame because this is after the fact and the vehicles have been move so we can't do much more than say that on Such-and-Such date and time so and so walked into the police department that he/she had an accident with some a-hole driving another car.  Upon inspecting the twads car I can indeed confirm that there was an accident but since the twad was too stupid to call us right away we con do nothing more than confirm that there was, more than likely, an accident between two drivers...


we may call the other driver and get their statement... usually its Driver A came in and said Driver B did something stupid and caused an accident... then we call Driver B and tell them Driver A wants a report and we need their statement... then Driver B will say yeah I was driving and Driver A did something stupid and caused us to crash...

so we recite the statements and say we don't know who's at fault you decide mister or misses insurance man person...  ::)
