I know this sounds a little stupid, but I found pictures from an article online that was made in 2015. I really doubt that these photos was taken in 2015 (bell ringer is the grainy texture and the quality). They look much older and in my opinion, really do not fit in the modern age.
Both pictures look like they could have come straight from the 90's to me.

They're probably just posted in a low resolution. Anybody can do that to save bandwidth or whatever.

Probably it was just how I see things.
It still looks kind of old in my eyes though, and this is the actual picture itself without being posted in low resolution.

Hmm, I'd say late '80s? Beginning of the '90s

No later than the year 2000. They were taken during 2000-2015.
