Everyone seems dressed a bit warmly for early August.  The summers of 1992 and 1993 were exceptionally cool due to the eruption of Mt Pinatubo.

From wunderground.com I see that there was a strong cold front the week of August 15, 1992.  Temperatures were 10 to 20 degrees below normal throughout the Midwest and East and as far south as Texas.

Earlier that month, it was revealed that the CIA had been mining Nicaragua's harbors as part of the Reagan Administration's attempts to support the anti-Sandinista rebels, aka the contras.  As in Iran-Contra, the scandal that would break two and a half years later.
