Subject: Was the Cold War good for pop culture?

It seems like music and movies started to decline after the USSR broke up in 89-91 and by the early 2000s, just downright sucked. Do you think the "whateverness" and apathy the end of history created made pop culture less inspired? Combined with the accelerated capitalist commodification of everything the Internet and cell phones has created?
Since the early 90s, everything has been about being relativistic, politically correct and making a profit and it's been especially bad over the past 10-15 years.
