Subject: Decades that "started late"

By that, I mean decades that took longer than usual to construct its own distinct identity from the decade that preceded it. For example, some say that the 1960s as we know it today didn't really begin until 1964, and that the first three years of the '60s were basically continuations of the '50s.
With that in mind, which other decades do you think took long to develop its own identity?

It's true of all decades.
True "culture" of a "decade" is actually probably more 'X3-'X2, or as you stated 'X4-
