I plugged a couple other random dates from other years in as well just to make sure my birth date/week wasn't a fluke and they each yielded the earlier date rather than the following one. I think the rationale behind displaying the prior date is that "Black Cat" (in this example) was the incumbent/reigning number one song on that date, as Ice Ice Baby hadn't been declared number one yet until the week was actually over.

1990 was before Billboard went to Soundscan, which probably affected how and when things were reported. Back then what Billboard did was call stores and ask them to report the sales figures, and then things were tallied up. Needless to say, it does seem like a confusing and inconsistent process.

Also to stay on topic, my birthday #1 is 'Save the Best for Last' by Vanessa Williams. #2 song that week was Tears in Heaven. Could be worse.
