Congrats to Kryllith for a rather well-reasoned correct answer - Bill Watterson.

In 2001, the Ohio State University Cartoon Research Library presented an exhibition of Sunday pages from the legendary "Calvin and Hobbes" comic strip (which ran from 1985 to 1995) drawn by Bill Watterson.

The quote is taken from page 49 of the exhibition catalogue, on which is reproduced a 12-panel strip which depicts Calvin's miserable schoolday, and in which only four words appear (all in the final panel) as Calvin's day picks up when Hobbes (and Calvin's Mom) welcomes him home.
