Subject: Rap Experts needed, political lyrics

I heard this song playing in a coffee shop I frequent.
It started off with a monologue, delivered like a political speech (man has a slight accent - that caught my attention) the monologue is sort of a rant against the US govt about the politics of drug policy in Latin america.
Then the rap begins (sounds like a typical young rapper - voice and style isn't particularly recognizable to me, so I don't think he is a big mainstream musician)... It starts off with something like "i'm standing on the bolivian border. . ." then goes on about the people's struggles, the coca plant, etc. . .
the refrain uses highland pipes in the background.
I know its a long shot - but any help would be awesome.

It's probably not getting played by mainstream America radio.
