Actually, you are. Just about anyone can learn, they say..

To a degree this is true with a proper vocal coach, but you can only rise so far above your natural limitations. If you are truly interested, I would recommend taking lessons.

Ah thats not really feasible for me but maybe sometime in the future.

1. Try to imitate your favorite singers (if you can sing their notes)
2. Sing in private often (i.e. your room, the shower)
3. pratice singing high, low, notes, etc. stretch those cords

First you breath in. Then you let the air out slowly through your vocal folds and control your breath until the sound coming out of your mouth equals the sound you want to imitate.

(ever concentrate so hard on something you forget to breathe?)
also, learn to support yourself. you need to control your diaphragm and support your voice. do some sit ups.
try to sing laying down- it's hard!
last, go with it and have fun...what you lack in form you can make up in presentation! someone that really means what they sing can be much better than the best trained-vocalist.

Some people, even with all the voice training in the world, couldn't sing a note to save their lives.

It's the muscle under your lungs that expands and contracts when you breathe.

A very important pre-requisite to singing is tone-recognition. Basically just being able to match the pitch with your voice and distinguish between higher or lower pitches. My sister once tried something with this girl I knew- she would play 2 notes on the piano and ask the girl which one was higher/lower. The girl had no clue, and when my sister played the same note twice, she said the second note was higher.... obviously, she was not yet a good candidate for vocal coaching.
Yes, controlling your voice from the diaphragm is important. Take a deep breath, then slowly exhale, while trying to keep your diaphragm out and tight. As you exhale see how long you can hold one pitch on "Aah" Then keep trying with different pitches and different vowel sounds. (you may want a small keyboard to help you find a pitch to match)
