I feel like 1996 had its weird unique identity & atmosphere that set it apart from the rest of the 90s.

I wouldn't call it weird but the first part of it was still core 90's with a lot of alternative rock, but the later part along with 1997 started the transition to the Y2K culture. It wasn't there yet but it was no longer the core 90's. I'd say by late 1997 we started seeing the first of the Y2K elements.
