1997 had a lot of bad music come out and people were saying music started to degrade that year. You had Hanson's mmBop, Aqua's Barbie Girl, and a bunch of other bad music.

Also no. That year had a lot of variety and something for everyone, from hip-hop like P. Diddy and Biggy (especially after he passed), to soft rock like Sugar Ray and Smashmouth, to pop like Spice Girls and the beginnings of Backstreet Boys. There actually wasn't a bad 90's year for music.

If I had to pick a worst 90's year for music it would be 1990. Most of the good songs are 1989 holdovers, like from Janet Jackson's Rhythm Nation Album ("Miss You Much" and "Escapade") and Technotronic. It still had some good quality hits like "Everybody, Everybody" by Black Box, Snap's "I Got the Power", Madonna's "Vogue" and I have to admit M.C. Hammer's "U Can't Touch This". But that year paled in comparison to the other 90's years.

I thought 1999 sucked so hard at the time, I stopped listening to mainstream pop radio and had to listen to classical music ;D.
In 1997 there was a noticeable shift in the mood, but there was a huge eclecticism too, everything from trip-hop to big beat to swing-punk to shiny suit rap.

"My name is" by Eminem, "Believe" by cher, "Baby one more time" by Britney Spears, 2001 album by Dre, Backstreet boy's Millenium album, Christina Aguilera, and the peak of Latin Pop with Ricky Martin, Jennifer Lopez, Marc Anthony, Enrique Iglesias, Wild Wild West, etc
2000 is considered by many to be the best year of music in the 2000's, and 2000 is just 1999 part 2, 1999 on steroids. So I don't see how 1999 is bad, perhaps you have others as favs but bad??

But you have to admit there were a bunch of hits, 2009-2011 were a horrible years for me personally, and I didn't really dig the electropop/autotune stuff going on, but I can acknowledge that there were a bunch of hits/classics.

How did the Telecommunications act of 96(That I heard about for years but never looked into/paid attention as to it's effects) affect 1997 in music?
If it did have an effect then I would say positive because 1997 was quite the improvement IMO.
