I say Third Eye Blind. I never even heard of Foo Fighters until I heard Learn To Fly In 2000.

Both bands had hits in the UK, but The Foo Fighters achieved better fame.

Third Eye Blind, Foo Fighters didn't really become as big as we know them now I'd say until 1999 or so with "Learn To Fly" topping the charts, "Everlong" also being on the charts too when it came out in 1997 but not on the same scale as Learn to Fly.
