1993, at least in the United States.
R&B still had a chill, slow jam vibe and gangsta rap was still relevant.

1993, too easy. I don't even think mainstream music changed much at all between 1993 and 1996 (with the exception of late 1996). The most mainstream stuff was Ballads, R&B, House and Rap in 1993 and 1996. The only difference I can find between those years is the popularity of New Jack Swing (1995 was the last year it was popular).

I'm going to say 1993...
But I really think 1996 had its own sound. It was unlike any other 90s year.

1993 since they were both within the mid/core 90's.

Despite some Y2K trends being born in 1996, it's still closer to 1993.

1993 of course, certain songs produced by Max Martin released in Germany (Backstreet Boys and Nsync) in 1996 sound closer to 1999 but for the most part 1996-1997 sound more similar to 1993 in my opinion.
