I always thought it was 1989. Some of what was in the OP was from that year, such as Little Mermaid and the Game Boy. Also the Simpsons and Saved By the Bell premiered that year, and the Early 90's style dance house with Technotronic's "Pump Up the Jam", and New Jack Swing rose in popularity.

The Simpsons premiered in 1990. No one in 1989 saw The Simpsons Christmas Special as a pilot episode for The Simpsons series. Advertisements for the new Simpsons series ran during The Simpsons Christmas Special. “Bart the Genius” was the premiere episode.

The early 90s culture was born in the 1980s, but the mid 90s were born in the 1990 to 1992 era (the early 90s).

In the early 90s, we dealt with the aftermath of the 1980s and moved on to the new culture that came out of the 90s (The Simpsons, The Ren and Stimpy Show, and Mortal Kombat).
