Movies:

Early 90s: Falling Down

Mid 90s: Empire Records

Late 90s: American Beauty

American Beauty feels more early 2000s honestly, with its scathing critique of suburban society, and generally thought-provoking dark humor. At the very least, it's more Y2K (fitting in with The Matrix, Fight Club, and American Psycho) than flat-out late 90s. Hell, even in the mid 2000s (when Green Day's Jesus of Suburbia came out) it wouldn't feel that out of place.

As for my picks:

Early 1990s

Film: Teenage Mutant Ninja Turtles 2: Secret of the Ooze
TV: Dinosaurs

Mid 1990s

Film: Friday
TV: Beavis and Butthead

Late 1990s

Film: Spice World obviously, but also Men In Black has a strong late 90s feel to me.
TV: Sabrina the Teenage Witch
