In my opinion I think that 1995 is when the the 90s felt culturally closer to the 2000s than it did to the 1980s.

I'd say it's almost equal with 1995 being more 2000s and 1994 being more 1980s.

The 1995-1996 school year.
But if I had to choose a full year, 1996.
There were still some people sporting 80's hairstyles until around 1995. Windows 95 and Internet Explorer weren't even around until later on that year.

It's hard, I would say in the middle. 1990-1993 was closer to the 80s, 1994-1995 was very in the middle and 1996-1999 was closer to the 2000s. Pop Culturally, the 90s were closer to the 2000s but, definitely closer to the 80s technologically.
