I read that 60s nostalgia was most popular in the 80s and early 90s. what were the factors that caused 60s nostalgia to decline in the mid 90s

Simply getting too old for a large amount of the population not being alive or being too young to remember the 60s. It happens everytime.

Yeah, '60s nostalgia peaked around 1989 to 1992. I remember it being huge when I was a little kid.
