I think late 1998. Summer 1998 was the last of the classic 90s.

The '90s jumped the shark in 1993 when grunge and gangsta rap were both at their peak.

1997, with the emergence of Aqua, Backstreet Boys and the first signs of Millennial culture.

June 1998, when Windows 98 changed the world with having the technology to play DVDs on personal computers. Although, it's more of a positive thing than a negative one.

I don't think the '90s ever really "jumped the shark" so to speak. I see that as meaning when they overstayed their welcome. The '90s saw pretty consistent transition all the way through so there was never really a time when things got stale that decade, unlike the '00s which saw that in '05 and '06.
