I thought this video was pretty interesting. The fashions are EXTREMELY late 80s/early 90s looking, and it's interesting how new diversity was to the people in that town. I've heard it hasn't really changed that much, though it's become somewhat more diverse racially over the past 24 years.

1991 I typically think of as vastly different from the 1950's and previous decades where those attitudes were prevalent. There wasn't internet and social networking in 1991, but the isolation of the residents there is unreal to me. Where I live is just about as white as Dubuque used to be and isn't near as isolated. Here is maybe what you'd call a "bedroom community." People don't spend their whole day to day life in the same place. They work or go to school in more populated cities that are also more diverse, even back then. Exposure is less of an issue when you at least get out some.
The ignorant thing being said about Dubuque Iowa being too cold had me like this :o. I mean, have they not heard of northern cities like Detroit, Gary Indiana, Chicago, Akron Ohio, and several others? They all have very high black populations. The terminology being used, "the blacks" would be offensive today, and I wonder what became of the wannabe neo Nazis now? Do they have kids they raised to be like that, or did they turn out different?
True, you can't force change. There will always be opposition, but there comes a point times will change whether people like it or not. The most surprising thing about this video was how these attitudes were coming from a northern city, and typically you might associate that more with the south.

True, you can't force change. There will always be opposition, but there comes a point times will change whether people like it or not. The most surprising thing about this video was how these attitudes were coming from a northern city, and typically you might associate that more with the south.
However, I increasingly see 1991 as not much different from the late '60s/early '70s not just due to the nostalgia of that time period around that time, but basically with technology that was enhanced but hardly revolutionary. In fact, in 1969 and 1991, Sesame Street still had the original theme song and some of the classic animations/skits were still being used. The late '60s (when Civil Rights was fulfilled) up through the mid-90s are what I see as the "Black & White" era in which most racial diversity is white with some black mixed in and in away share a common "late 20th century" culture, with the first half of the '60s still being part of the mid-20th century (basically from FDR's New Deal c. 1934 and the buildup of WWII causes up until around 1966/67 when the counterculture revolution started to become an unstoppable force of change). I see the mid-20th century in black & white with the late 20th century in full color, though not in HD like I see the 21st. Then in the late '90s, hispanic/Asian/Middle Eastern influences started to become more prevalaent to the point today that outside of a few enclaves, diversity is the basis of 21st century society in which black & white is simply not enough and that tolerance towards Hispanics, Middle Eastern, Indians, and other people should be strictly followed.
However, there still are racial tension problems in recent years simply due to the history that has been passed down upon these who have a careless mind about the truth and law. Just look at Ferguson, Missouri and Charleston, South Carolina. People just need to act responsibly and defensively towards others and not offensively.
That said, while still a small minority, Dubuque's black population more than tripled between 2000 and 2010 which meant that proper measures had been implemented to increase diversity and is today seen as one of Iowa's most desired cities to move to.
