Paula Abdul's "Opposite Attract" should be #1 with it's blend of live action/animation based off "Anchors Aweigh".
Though "U Can't Touch This" is one of my favorite videos and songs of that year and pretty much epitomizes dance/hip hop videos of that time.
At least the overrated music video "Nothing Compares 2 U" (good song/boring video) isn't #1, which won Video of the Year at the 1990 Video Music Awards..

Noticed several from 1989, though probably still in heavy rotation or on the charts in early 1990. Though wasn't "Free Fallin" (Tom Petty) released in early/mid 1989 (On a SNL musical performance DVD, it stated that he performed "Free Fallin" on May 20, 1989)...

At first I was thinking this was a pretty crappy 90s video list, then I realized it was just 1990, not the 90s. I don't remember half of these videos or songs, but what's there is decent.
