Also Doug, Goof Troop, and Talespin were among my favorite theme songs from the '90s when it comes to cartoons. Also, most sitcoms in the '90s had very catchy themes.
As far as having the best, that's debatable. The '60s through the '90s all have plenty of great tv themes, so it's hard to pick one in particular.

I went with the technicality and added it to the 70s but I suppose I could have added it to 80s since they changed their theme song

The only one I ATM I can recall liking was the theme to 'Wings'. The opening (which was nixed after Season 3) was more in a classical style. The closing theme (which I liked better) was faster and upbeat variation of the opening theme

the nick song that sticks with me is that Breakfast Time Rap they did a last year or the year before granted its not a theme song but it's still catchy. ;D

I'd say of the '90s TV shows (at least those that started no earlier than 1989 and predominantly aired in that decade, so no shows like The Sopranos which predominantly aired during the '00s), I'd say the top 10 are:
1. Mighty Morphin' Power Rangers
2. The Simpsons (the theme wasn't used until January 1990)
3. Friends
4. The Heights (the show was very short-lived, but thanks to the song topping the charts, is quite memorable)
5. Law & Order
6. Seinfeld (the 1989 pilot did not use the more familiar theme)
7. Where In The World Is Carmen Sandiego?
8. Frasier (unlike most shows, the theme is done at the end)
9. Mad About You
10. Northern Exposure
As you probably can tell, the first half of the decade has much better themes than the second half due to the rising demand for advertising and thus viewing intros as unnecessary. But to the old question, I'd say no as the 80's by far had the catchiest. Whether it was a sitcom, drama, kid's show, game show, soap opera, or even sporting program you couldn't escape the catchiness that this decade provided. There is even an entire site devoted to just the TV themes of that decade that has been around since the late '90s, something you can't find with the others. The '70s were probably second, followed by the '60s and then the '90s.

Even though this is an 80's cartoon, that DuckTales show from Toon Disney had one of the catchiest theme songs of all time. Family Matters and Fresh Prince of Bel Air were real catchy to me as well.
A lot of those shows created from the late 80's to mid 90's had this interesting beat or rhythm throughout the intros that couldn't stay out of your head. By the time you get to the late 90's/early 2000's that interesting beat/rhythm seemed to disappear from a lot of shows

A lot of the cartoons had catchy opening, but with the real TV shows... the themes were either good or decent.
Overall, I'd say the 70s and 80s had the catchiest tv themes.

Not only did the '90s have extremely catchy TV themes, but the decade also had some of the catchiest commercials ever produced as well. Jingles in ads are a rarity these days, but back in the '90s just about every commercial had one. Remember when TV ads actually used to be like this:

This is barely a '90s show because this show started in December 1999, but I'm posting this TV theme because it's nostalgic and it reminds of when I liked this TV theme when I was 5.
