The problem with this question for me, is that I like so many individual songs as well as albums. Picking one per year might not be representative of my entire '90s tastes or favorite overall ten albums. Oftentimes a single year will have multiple favorites, etc. That being said though, I'll give this my best shot:

1992: Off the Deep End - Weird Al Yankovic (represents 1989-1991 pop culture in a lampoonish way very well, too)

1994: Dookie - Green Day
1995: Collective Soul s/t
1996: Bringing Down the House - The Wallflowers
1997: Sheryl Crow s/t
1998: Americana - The Offspring
1999: There is Nothing Left to Lose - Foo Fighters


P.S. I just realized most of that list is alternative rock or at least somewhat inspired by it. While I'm more of a pop person overall, I think full rock albums tended to be superior. Also, out of the '80s/older artists who were still charting, it was also more individual songs that I really like (i.e. "You Are Not Alone" by Michael Jackson, "Everyday" by Phil Collins), as opposed to albums.
