Subject: Did the Century Turn in 1990 and 2000?

Around 1988-1991 there was a "it's almost the 21st Century" feel, almost so much that you could say there were two "new millenniums". People in the '90s acted like it was a new century, because it was so close to the 21st Century.
Did people in 1990 act like a new century had dawned?

There was the feeling like there was 'one more decade', but no, overall the change was nowhere near as great as 1999/2000.

It didn't feel all that threatening until the Y2K scare came about (early 1999 through January 1st, 2000)
