Does anyone agree that the house music of the 1990s could have been popular in the '80s?

No. It was too similar to disco...the dance music that was popular in the first 2/3 of the '80s was much more poppified (Madonna, Duran Duran, Depeche Mode, Prince.) People were still sort of had an aversion to disco until 1990 or so, though it cooled off a little around 1983. Also, it has a very "back to basics", non-'80s attitude that wouldn't fly in the era of severe overproduction.
