As of now, 1999 is, but comparitive to when each was going on, at the time 1990 seemed more "90s" than ever (even if it was still quite a bit '80s like in ways). That whole "It's the '90s" phrase was probably a 1990-93/94 thing.
It just felt fresher in 1990, but it was more prevalent in '99 if that makes sense.

Saying "it's not the '80s" seem more like a 1992-1994 thing.

I've still heard people absently say 'Get with the times, it's the 90s now!' lol, still cracks me up.
I've yet to hear anyone say 'It's not the 90s anymore.'
As for your question, I'll also say 1999 by a bit. 1990 really belonged to the 80s in all areas.

I don't want to attack you or something but it's just I don't really see much point in these type of threads anymore...there are already so many similar to this one.
