Scarecrow - if you can't tell by my avatar! teehee
Otherwise in the 90s, I'd go with Catwoman. Meow!

DeVito as The Penguin.
Joker doesn't count; that was 1989. The choices would be Michelle Pfeiffer(sp?) as Catwoman/Selina Kyle, Danny DeVito as The Penguin/Oswald Cobblepot, Jim Carrey as The Riddler/Edward Nigma, Tommy Lee Jones as Two-Face, Arnold Schwarzenegger as Mr.Freeze/Dr.Victor Fries, and Uma Thurman as Poison Ivy/Dr.Pamela Isely.
