ahhhh,.........I don't think so.
Sure it's not 1996, that's easy. It's definately not 1996.
But this is still very much like 1999.

imo, 01 still seemed late 90ish but 03 feels like the 00s finally got going. 02 is kinda the swing year.

I beg to differ, Kass. Watch a Britney Spears video (or DON'T lol) and you'll see it was different. I mean in 1999 Blink 182 put out songs like "What's My Age Again" and "Adam's Song". Now they put out songs like "Down" and that voice inside my head song. Nobody says "Wasssup!" anyone, and hip hop is more commercial now. But it still is kinda like 1999 now. But it is WAY different than 1996.

I say 2001, particularly Sept. 11 b/c everything before then was definitely enshrined in time. After that, the rules somwhat changed.

To me, the 90's started coming to an end around 1997 when "alternative" music became less popular and groups like Hanson and The Spice Girls came on the scene.

Sorry if I confused you ... I meant when did the pop culture/music/politics whatever become more like this decade than the 1990s. Like in my opinion 2000 and early 01 was more watered down 1990s than early 2000s, whereas 2002 and 2003 struck the 90s a death blow. (except for the Simpsons which hardly counts in my mind)

Definitely 2001, once the boy bands and bubble gum pop of the late 90s died in 2001, the 90s pop culture was over.
