umm...i would hardly call that a fashion..to me that's just plain sloppy and lazy, worthy of what Roseanne wore on her tv show.:>

i think leggings are more 80's. well thats where they were heaps big right? the fashion of the late 90s would definitely have to be barely there bikinis and short shorts. also shirts with provocatively placed rips. and finally pants that are pulled way below the belly button.
