Subject: when did heavy metal reach its commercial peak?

i have read that heavy metal was at its commercial (not necessarily creative for all of you subjectivists out there who thinks that pop-culture goes hand in hand with what you personally find tasteful) from 1986-1991, is this true? and also does your opinion on this matter encompass all of the west or is it only exclusive to the US?

It peaked in 1987-1988 with Bon Jovi's Living on a Prayer, and Guns and Rose's Welcome to the Jungle and Sweet Child O' Mine.
