Not many regular people would copy David Bowie's hairstyle and Paul McCartney wasn't exactly a fashion icon.
The style began trickling down to regular people slowly in the early 1980s as a compromise for Yuppiers and Boomers who wanted to assimilate into higher class life/mainstream society but wanted to keep some semblance of long hair so they weren't totally selling out to the man. It became a mainstream haircut for young adults in general around 1984-1985 and lasted in mainstream popularity until around 1995-1996.
