The very first day of broadcast, it went downhill there after.

In terms of consistent innovations and quality, the earlier part.
In terms of variety, the later part.
In terms of the best overall mix of programming and quality, the mid-80s. It was an unusual time where cable and VCRs boomed yet primetime network TV ratings were still slowly climbing, thanks to shows like the Cosby Show, Family Ties, Cheers, Dallas, Dynasty, and Miami Vice. But it all shared the boom with MTV, HBO, Cinemax, Showtime, CNN, ESPN, and early Disney Channel and Nickelodeon. Even daytime TV was at its peak with the best mix of game shows, soaps, and talk shows that were informative and entertaining rather than sensationalist and trashy that the genre became in the '90s. It also was the time when many programs first began to be broadcast in stereo allowing for more realistic sound quality, and even the commercials were as entertaining as ever thanks to the MTV influence.

I think 1980-1989 altogether was a great time for television. So many good shows during that decade.

I would say about 1980-1985.

I'm in the minority here, but the 1990's was better for television, for me.
But to answer your question, the late 80's!

The mid 80s!!! (83-87)
The early 80s still had those slower smaller budget shows. And the late 80s were getting a bit trashy... Roseanne, Married With Children etc (though I do love Roseanne, it kinda signalled the less cosy apple pie tv).
The mid 80s had some great innovative shows starting... Automan, Airwolf, Manimal. You had great detective shows like Remington Steele. Dynasty started to get into it's stride. And you had the birth of lots of classic sitcoms like Cosby Show, Punky Brewster etc. Cartoons were also rather groundbreaking and faster paced with Thundercats, Jem, Transformers etc.

My answer precisely, only I would switch out the whole '90s time for the early '90s. Everything else was on point. ;)

The 80s were alright, but the late 80s were simply the best. Full House was simply the definition for the late 80s, man.
