I noticed around 1989-1990 it was popular, especially for women, to adopt this style that was kind of like a hybrid of military and punk/biker gang chic, consisting of leather jackets and military caps. See examples below...
Note the hat Paula Abdul and some of the other dancers wear in the "Forever Your Girl" video (1989)

It's probably just called "Biker Chic". This style actually came back about 4-5 years ago and it's still around.

It's definitely a 1950s biker / rocker / greaser look, especially with the white t-shirt underneath.

From "The Wild One", the 1953 American outlaw biker film directed by László Benedek and produced by Stanley Kramer. It is famed for Marlon Brando's iconic portrayal of the gang leader Johnny Strabler.
