Spoons, with the lovely Sandy Horne  (doesn't this qualify?  :D)

This is one of my favorite videos.

The Spoons were a Canadian band. Doubt many people outside Canada heard of them.

I don't think that qualifies as I don't hear any actual "horns" in this song.  It's a nice song though.  :)

Yeah, I was just being typically stupid silly. It's one of my favorite Canadian 80s songs...videos..it might be the music video I have seen the most...not just cause Sandy Horne was so gorgeous, but good memories of the early 80s on the TTC...when I used it to travel to UofT..and work (summer jobs).

Most (all?) Chicago songs had horns. This one had a good solo section:

Trevor Horn...ah yes! I see what you did there...

Okay, a rather bold claim, whoever claimed it, but there's no denying the fact that the four tracks he produced for this LP are simply breathtaking and set the wheels in motion for everything else that followed...

Dollar: The Dollar Album, 1982

Worth checking out, if you're not familiar...

When you say "horn" what instruments do you mean?  "Horn" on its own generally refers to French horn, which you rarely hear in pop music.  Here's an example from the eighties:

But if you mean brass and/or woodwinds, that gives a much wider range.

There's a hint of a horn sound in this song.  A sax player really.  :) But it still sounds like a horn section in here.  :)  Poor Sergio just can't seem to keep his mind on his job ;D
