Subject: Need help finding the name of a stuffed animal

I had a stuffed animal as a child and I never knew what it was called. It looks like a smurf but the coloration is different. It had green pants and a green hat with a puffy at the top, blue body and face with black eyes. It had boots and gloves and I think a puffy nose.
I saw it on a cousin skeeter episode once a few years ago if that helps.
