She is shallow, mean, and materialistic. She dumped him for a guy who she thinks will better serve her selfish purposes. The narrator is trying to convince himself he's not the loser because he retains his integrity and she does not. Besides, her new lover will come to the same grief as the narrator, who came to the same grief as the lover before him.
Dum-dum is an informal name for an exploding bullet. This may indicate she is a destructive person, and may also be concurrent with a play on the word "dumb," as in stupid.
That would be my guess. The lyrics don't give you a hell of a lot to go on!
