Does Cops count as an 80s show?

  Do you want it to..?  Seriously...

  Just IMDBasted it and learned the show debuted in the early part of 1989 (didn't know that).  Could be argued that it's an 80's show because the show (at least season one and probably season two) was concieved, written, produced, filmed, etc. before decade's end.  The bulk of the show, however, was produced and filmed in the 90's, making Cops more of a 90's show...

  While I've always enjoyed watching Cops I've never had the inclination to take mental notes of fashion, hairstyles, background music or any of the myriad decade specific trappings...

  Me..?  I prefer to call it a 90's show.  I never watched Cops in 1989...

The show started in the late 80s, but it's more of a 90s show, as that's when it hit it's peak with audiences.

80s TV is focused on the late '80s, so it's both. The episodes from 1989, 1990, and 1991 will be more '80s, the '90s and '00s episodes more '90s. It's more of a '90s show, the attitude of the show is '90s.

To me, Cops was a 90s show, regardless of the 1989 season

Just the basic "feel" of it (real life crime situations, gritty street life/criminals, etc) was more something that was popular in the '90s. It was also the first reality Cop show, another thing that was very popular (and I also watched alot of ;) ) from about 1991-96.

  "Reality" also hit in the 90's. The dirtier, grittier real life crime situations are, essentially, a marriage of crime and reality TV.  This doesn't seem necessarily a decades specific aspect but one of cinematography...

  What about Miami Vice and Hill Street Blues?  Just stripped down 90's crime with bad hair...

  Am I wrong..?

No, it's not.  Reality TV started with Cops, America's Most Wanted, Unsolved Mysteries, Rescue 911, The Real World.....none of those shows started in the 00s.

There were 5 Reality shows in the '90s, compared to 500 in the '00s  ;D

But, anyway...

There probably are like 500 reality TV shows, or more, that have been on the air at one point on the '00s. It constitutes 50% of programming at this point. There were roughly 5 reality TV shows in the '90s. It's an "'00s thing" not because it started in the '00s or even the '90s; in fact, it started in the '40s with Allen Funt's Candid Camera and progressed with the invention of the game show. It's an "'00s thing" because it will be seen in the future as having exploded in popularity and being cool in the '00s, and it peaked around 2003, so it was a pop cultural movement peaking in the '00s.

Yeah, reality TV shows are an '00s television staple, along with hour-long primetime soaps and forensic/medical dramas. '90s television staples were sitcoms of all sorts, forensic/medical dramas, teen programming, and supernatural dramas.

  Okay, for the sake of arguement I'll concede that point.  I rarely watch network television...

  Refer to my original inquiry: 

    1. How does a television series "feel" different from one decade to the next..?
    2. What does this "feel" have anything to do with what decade you choose to associate it with..?

  There are many, many reasons for a change in character, pace, tempo, focus, or "feel" of TV series, especially a long running series...

  Change of cast/major characters
  Change of writers
  Change of directors
  Change of editors
  Change of producers
  Change of studio
  Changes of plot/focus
  Changes of cinematography
  Changes in ratings status
  Lapse in creativity
  Changes in promotion
  Budget constarints
  Etc., etc...

I remember watching a few episodes of the first season of Survivor and just having a dreadful thought that this type of programming would catch on, but nothing prepared me for the nightmare that was to come.  I will admit to enjoying watching the show "Girls Behaving Badly"; it is a lot like the original Candid Camera, and I consider it one of the few "reality" shows out there.
