My vote: No, synths are NOT inherently cheesy.
Howard Cosell's toupees...THOSE were cheesy.

No cheesy instruments, just cheesy music. If you try to use synthesizers as a substitute for other instruments, it will sound cheesy.

Depends how they're used. As Maxwell said, bad sounding 'synth' horns sound like a $300 Casio keyboard. Mind you, a $300 casio keyboard recorded in a certain way can sound better than some studio recordings. Synths can emulate such a wide variety of sounds, that it's often forgotten most 80s music used those really techno/pad sounds, over-glossy production.etc, which made them sounding cheesy.

This is true. There were some bands that overplayed it, some bands that over-glossed it, and some bands that simply would have done better, if they'd've used them!
-I still feel Howard Cosell's toupees were cheesy. :D
