Subject: Need help.......80's Movie?

Trying to remember the name of this 80's teen movie......asked this question a few weeks ago. But, now I can not find it :(
Teen boy sees girl in pink panties on the street somewhere...wind blew skirt up or something....anyway he chases her down. Gets a date with her...they end up at the State fair or something. Then to guys and a girl start chasing them for some reason. The girl later in the movie gives herself a spiked punk rock hair do. that's about all I can remember.....Help
