It's generally recognised as the beginning of New Wave...the whole CBGB's scene gave rise to the greats of the NW scene.
CBGB's did give a boost to many new wave artists, but Heart of Glass had nothing to do with it. From what I can remember, Blondie had the very first New Wave hit of the 80's with "Call Me"
