When frankie is walking through the club there is a man in a red suit with a red hat. It looks a bit like the suit m-bison wears in street fighter 2. Does anyone know the name of these suits?

Please!?! Someone must know. It's like a red captains costume. Thats all i can say to describe it. simular to captain scarlot and almost identical to m-bisons costume in the video game street fighter.
