As singers, I think Annie Lennox, Chrissie Hynde, Cyndi Lauper, Susanna Hoffs, and Kate Bush are the best, in that order (not counting Whitney Houston.)

Except that you already covered Laura Branigan.
She's known for Gloria (1982) and Self Control (1984), but the title track off 1987's Touch stands up. Suppose you took Sheena Easton's Strut and crossed it Sarah Vaughan's Fever. Something like that.
Of course, all divas have moments they'd rather we all forgot. Sarah Brightman - whose career has been all about pretentious pop-opera and classical vocal works - was the awesomeness belting out Hot Gossip's 1978 disco cheezefest (I Lost My Heart To A) Starship Trooper. Yep, you'll never think of Phantom of the Opera's Christine Daae quite the same way when you realize she also sang "Flash Gordon's left me / He's gone to the stars / And evil Darth Vader / Has been banished to Mars!" (and then the lyrics get really cheesy :) with complete sincerity.
Likewise, the hidden gem on Touch is hearing Laura Branigan singing Shirley Ellis's The Name Game with equal deadpan sincereity. Its awesomeness is that it's such an obscene waste of vocal talent that you can't help but admire her for singing her way through it. ("...and there isn't any name that I can't rhyme! Let's do Doug! Doug, Doug, bo-bug, banana-fanna-fo-fug, fee-fi-mo-mug! Doug! Now you got it! Tony! Tony, Tony bo-boney, banana-fanna-fo-foney, fee-fi-mo-money! Tony! A little trick with Rick...")
But while we're on the subject, yeah, big shout-out to Alison Moyet.
Recommended listening: Yazoo, State Farm (Madhouse Mix). The 1990 mix by DJ Dakeyne takes the 1983 original from You And Me Both to new heights. A version is available on Ultimix 38. (and Ultimix Looking Back vol. 4)
Close second: DMC/Yazoo Megamix, Situation (Re-Situated). 9:48. This 1990 remix does for Yazoo, what "Substance Abuse" did for New Order's Blue Monday. Too many samples to count, so one of these nights I'll try to source 'em all on the lyrics board. It, like the New Order mix, is probably worthy of its own thread.
Close third: Yazoo, Situation (Larkero's Rockin' House Mix). It's 7 minutes of the original track, then it gets weird. Ends with four minutes of the acid-house freakout of Situation (Space Dub), edited with funky phasing effects, with a couple of verses sung by none other than Tom Jones. (He introduces it with "'Think I better dance now!", which also appears on Art of Noise's Kiss. Not sure which came first.)

Of the list I liked many of those choices. But if I had to pick just one ..it would be Annie Lennox!

ok then i'll bite! the key word here is "greatest" now aimee man had ahhhh lets see, one song, it was a good song but that dont make hear a great singer! suzzane vega?? surely you jest, and as for alison, the one or two songs from yaz were good, but still not great! and i dont recall any song from kate bush?

Apparently I already voted... then again this poll is from a few years back.
Anyway my votes back then went to the mainstreamers... Whitney (you can't deny those first 2 albums) and my other vote amazingly went to Annie Lennox. I must've been in a "There Must Be An Angel" phase. :)

Eve's right about the Wilson sisters. Plus any Fleetwood Mac fan(like me) will tell you if you're going to include Stevie Nicks, you better list Christine McVie as well(If you ask why, you've obviously never heard "Hold Me" or "Little Lies"). NTM someone mentioned Sheena Easton, but inexplicably she isn't on the list either! Have we forgotten "For Your Eyes Only", "Morning Train", "Strut", and "The Lover In Me"?

Since Chrissie Hynde, Stevie Nicks fall into "other", My last vote went to Belinda Carlyle since I didn't know who else to vote for and felt Belinda was the best of the rest there.
My favorite would be a toss up between Stevie Nicks, Cyndi Lauper and Pat Benatar.

My 3 favorites are Stevie, Cyndi & Pat. I used to have a huge crush on both Stevie & Cyndi. In 1984 I contemplated dying my hair like Cyndi. I still listen to 5 or 6 songs from her "She's so unusual" album every week.

Right now I'm very into Janet's Rthymnation (spelling??) album. I think that was her best album.
Can't say I'm in love with Tina Turner, but her song 'What's love got to do with it' is one of the best songs of all time! Like seriously!! :D

Of those not on the list, Laura Branigan and Gloria Estefan for sure.
Patty Smyth was another one I love to this day. Both solo and with Scandal.
Aimee Mann who was with Til Tuesday at the time.
My favorite stuff by Cher was her late 80s and early 90s string of hits.
On the R&B side, Anita Baker had a lot of good songs in the 80s. So did Sade.
A couple others not so big but who I enjoyed were Basia and Swing Out Sister, both had a similar quality in their voice.
