Subject: rainy day school films of the early 80's--pancakes? Witches? red balloons!

Hi, I am looking for a film involving a "good" witch who made pancakes or something. it was a live action film and whenever this witch used "magic" a screen full of colorful dots would dance across the frame. (Kind of looked like WonderBread Spots) I feel like I am crazy--NO ONE knows what I'm talking about, but I remember watching it in elementary school. It was one of those rainy day films like "The Red balloon". ANY info would help. thanks
