I am thinking it may be Jan Hammer's "Crcokett's Theme" from Miami Vice.

I think the instrumental song youre referring to on FEVER105: GTA-Vice City is "Summer Madness" by Kool & The Gang
DJ Jazzy Jeff & The Fresh Prince sampled the beat for their song Summertime. ;)
