'83 is about right. Typical for the decades. People don't really realize it's a new decade for a while, or rather they take a while to develop a new "culture" for the new numbering.

I guess so; I have to admit tho, I haven't noticed exactly what the different clothing/style or pop is....

Well hair hasn't changed much since like 1994 ... although it was still common to tease it a bit in 90-92/93 from what I've seen to TV. It seems like long and poofy hair is coming back a bit, perhaps because "Friends" is off the air so the "Rachel" cut is no longer current. But styles have changed since the 1990s. Who could wear a baseball hat backwards and still be considered cool today? If you wear flannel or ripped jeans now people will think you're a bum.
As for music, I've explained it before, but today's music is different from late 90s music and a whole different animal from 1990-96 music. Movies were also different (imo worse) back in the day.
