I would say 1989 because Family Matters, The Cosby Show, A Different World, Full House, Roseanne, Gowing Pains, The Wonder Years, Who's The Boss, Cheers, Amen, 227 were all out

These sitcoms came out before 1989. I would say 1984 b/c most of those sitcoms mentioned started then.
