Subject: looking for a movie

looking for the name of a movie from the 80's. It was like the world in the future where everything was pavement. people rollerskated from one place to another and there was this glowing ball that seemed to be their friend. there were watchtowers with guards that made sure people stayed where they were supposed to. any ideas?
